Texas State University has moved forward with the first steps to install Combined Heat and Power (CHP) on our San Marcos, Texas campus Central Plant. We have developed procurement and financing strategies which include delivery of the project as a Public-Private Partnership (P3). We have engaged an owner consultant for Texas State University, which is a component institution of the System, to assist in the RFQ process then to conduct the detailed financial and physical project parameters of the follow on Request for Proposal (RFP) from the shortlisted firms/teams resulting from the RFQ.  The project size is 8 MW or greater.

The University will follow the State of Texas procurement laws and processes. Hence, we cannot discuss our potential project or any aspect of the procurement and financing strategies at this time. A formal Request for Qualifications (RFQ) was issued on July 9, 2015. Texas State University appreciates the interest shown in this project but we will not schedule any introductory meetings. Potential respondents to a future solicitation risk disqualification from the solicitation process if separate discussions of any type were held.
